Among all the C libraries bindings PHP offers, there is one for FANN: Fast Artificial Neural Network (libfann).
With it you can easily create a neural Network with different activation functions for each neuron/ layer.
ANNs (Artificial Neural Networks) are used for machine learning and for recommendation systems.
